Who
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs)
Proposals may be submitted by any of the following applicants or combinations of:
- News media organisations* specialising in EU matters.
Consortium composition
The following applications are allowed:
- Applications by single applicants (single beneficiary); affiliated entities and other participants are allowed, if needed)
- OR proposals submitted by a consortium (i.e. at least 2 applicants);
*For the purposes of this call, news media organisations are organisations in which a core activity is the regular production and dissemination of professional news content and/or factual programming, irrespective of its format (audio-visual media, broadcasting, printed news, newswires, multimedia, radio, online, etc.), under the editorial workflows, standards and responsibility of the said organisation. Organisations should justify their specialization on EU matters.
What
Applicants are expected to produce and disseminate audiovisual content using both traditional and new media formats and distribution channels. They must adhere to European editorial standards, implement a shared pan-European branding and outreach strategy, and encourage exchanges of opinions and debates on key topics affecting European citizens.
The call for proposals is split into 2 different topics described below. Both topics address news media organisations specialising on EU affairs and delivering audiovisual content. Applicants can apply to either one or the two topics, although in the latter case they must fill in separate proposals. The call is open to both single applicants and consortia, and organisations and activities must be established in EU member states.
The call covers the following action split into two topics:
- Topic 1 – Production and broadcasting of programmes and reports on EU affairs, including activities and policies of the EU institutions.
- Topic 2 – News services in languages with limited coverage of EU affairs and/or where the diversity of EU news content can improve.
Eligibility
Activities that can be funded:
- Editorial projects, content production, curation and dissemination and related activities.
- Coordination and editorial supervision, governance, management, technical and editorial workflows, staff, control systems.
- Rental or maintenance of studios and premises locally to carry out the action
- Setup, maintenance and/or development of technical delivery, distribution and transmission systems (either audiovisual and/or via digital platforms, websites and tools, etc.).
- Advertising, promotion, awareness and dissemination actions.
- Data studies and research related to the editorial needs, technical components and audience measurement.
Funding
The available call budget is 11.000.000,00 €
This budget is split as follows:
- 8.000.000,00 € is proposed for Topic 1.
- 3.000.000,00 € is proposed for Topic 2.
The EU co-financing is limited to a maximum co-funding rate of 95% of the total eligible costs.
Projects should normally range between 12 and 14 months.
