Who?

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • Be legal entities (public or private bodies)
  • Be established in one of the eligible countries, i.e.:
    • EU Member States;
    • Non-EU countries as mentioned in the work programme: candidate countries.

The coordinator must be established in an EU Member State.

Proposals may be submitted by any of the following applicants or combinations of:

  • News media organisations;
  • Other organisations active in news media.

Consortium composition: Proposals must be submitted by a consortium of at least 4 applicants (beneficiaries; affiliated entities and other participants are allowed, if needed, but affiliated entities do not count for the minimum number of applicants), which complies with the following conditions:

  • Minimum 4 entities from 4 different EU Member States

Associated partners, if any, are considered third parties. They are not  applicants, not part of the consortium and hence do not count for the minimum  number of applicants.

Consortium partners from candidate countries, if any, count on top of the minimum requirement above.

What?

This Call aims to increase reporting on EU affairs from pan-European viewpoints and/or by comparing different viewpoints from within Europe. To do so, it stimulates the production of innovative content through data-driven research and visualisations and the distribution of such content to as many EU citizens as possible.

In line with this objective, applicants should describe their approach to content production (increased coverage) and to content distribution (increased reach).

 

Objective 1 – Content production

To engage citizens in the EU policy-making process, it is essential to provide information on EU affairs that is characterised by independent, professional and high-quality reporting. This Call aims to increase the production of content that adheres to these principles and that uses new technologies to maximise audiences. Content can for instance make use of data research, visualise data to compare viewpoints across Europe, help audiences understand complex topics through clear and factual reporting, contextualise story timelines and/or encourage interaction with the audience.

Expected results include increased coverage of EU affairs in terms of volume and quality. The content of such increased coverage will depend on the editorial choice of the applicants. Proposals are free to indicate whether the focus will be on daily news and/or on more in-depth background reporting on current affairs.

 

Objective 2 – Content distribution

To reach a maximum number of audiences, this Call aims for maximum republication of content in media outlets and distribution channels (e.g., social media) across the EU. To do so, proposals need to contain a clear outreach plan and the content production process will need to take into account the needs of partners and potential partners from the outset.

Expected results include increased reporting on EU affairs by media across the EU, from pan-European viewpoints and/or by comparing different viewpoints from within Europe.

Eligibility

The following types of activities are eligible under this call for proposals:

  • Coordination;
  • journalistic research activities, such as data gathering;
  • data filtering and categorisation;
  • organisation of collaborative digital workspaces;
  • content production (may include articles, visuals, video and audio content);
  • editorial supervision;
  • content adaptation;
  • building/maintaining a suitable technical web-platform for publication;
  • webinars and virtual meetings;
  • activities to enlarge uptake by other media and exchange good practices;
  • promotion and dissemination of results to media and/or end-users;
  • financial support to third parties, such as support to journalists and/or media outlets for independent journalistic data-driven productions covering EU affairs from European perspectives.

Funding

The total budget available is estimated at €1.4 million

The maximum EU co-financing per project is €700.000. The maximum co-financing rate is 80% of eligible costs.

Management costs (i.e personnel costs for staff coordinating the network, beyond purely financial and editorial tasks) should not represent more than 15% of the total eligible direct costs of the action.

Subcontracting is allowed if duly justified, for tasks that are not core tasks of the action, up to a maximum of 10% of the total eligible direct costs.

Support to third parties is allowed if duly justified, up to a maximum of 5% of the total eligible direct costs.

Project proposals can start on 1 March 2023 or 1 April 2023, covering at least 20 months and maximum 26 months.
