Who?

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies) AND
  • be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs).
    • Non-EU countries as mentioned in the work programme: candidate countries (As of June 2023: Albania, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, Ukraine) or potential candidate countries (As of June 2023, Georgia and Kosovo (this designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence).

The coordinator must be established in an EU Member State.

Proposals may be submitted by any of the following applicants or combinations of:

  • news media organisations
  • Other organisations active in media (private or public)

Consortium composition

Proposals must be submitted by a consortium of at least 5 applicants (beneficiaries, affiliated entities and other participants are allowed, if needed but affiliated entities do not count for the minimum number of applicants), which complies with the following conditions:

minimum 5 entities from 5 different eligible countries

What?

The core objective of the call is to contribute to increased production and consumption of plural and independent information on European affairs across the European Union, and in the longer term a larger engagement of people in the EU with European news and affairs, increased levels of trust in media and an informed public debate.

  2. Producing pluralistic and independent information

  4. Improving the consumption of information on European affairs

Eligibility

Activities that can be funded

  • Editorial projects, content production, curation and dissemination and related activities
  • Coordination and editorial supervision
  • Journalistic research activities, such as data gathering
  • Setup and organisation of collaborative digital or physical workspaces
  • Building/maintaining a suitable technical web-platform and tools for publication and technical transmission.
  • Supporting activities (e.g. promotions, trainings, data studies)

Funding

  • The available call budget is EUR 8 million
  • The maximum co-financing rate of is 80% of the total eligible costs.
  • The Commission expects to fund 2 to 3 proposals, with an expected duration of 24 months.
  • Grant amounts will range between €1.5 million and €4 million.
  • The Commission reserves the right not to distribute all the funds available and applicants are reminded that budget-cost effectiveness is part of the award criteria.
